The Effect Of Decentralization On Social Service Delivery In-Kisoro, District Local Government
This study assessed the effect of decentralization on social service delivery in Kisoro District, Uganda, focusing on
healthcare, education, and local governance. Decentralization, as part of Uganda’s broader governance reforms, was
implemented to empower local governments and improve service delivery by bringing decision-making closer to the
people. However, despite this effort, Kisoro District continues to face challenges in fully benefiting from decentralized
governance, particularly in the quality and accessibility of healthcare and education services. This study employed a
quantitative research design and collected primary data from government officials, service providers, and residents
through structured questionnaires. A total of 250 respondents were selected using a stratified random sampling
technique. The data was analyzed using multiple linear regression models in SPSS and STATA to determine the
relationship between decentralization and service delivery outcomes. The findings revealed that decentralization
positively impacted healthcare accessibility and educational infrastructure, but challenges such as inadequate funding,
resource misallocation, and high teacher-to-student ratios were identified. Moreover, the study highlighted the
importance of local governance capacity in ensuring effective service delivery. It was concluded that while
decentralization has brought significant improvements, it is crucial to address the financial constraints and capacity
gaps to fully realize the potential benefits of decentralized governance. Recommendations included increased financial
support, capacity building for local governance, and enhanced community engagement to ensure sustainable
improvements in social service delivery.
