Assessing the Capacity Of Local Government In Promoting Grass Root Development In Uganda: A Case Study Of Mugusu Sub-County In Kabarole District Local Government
This study examined the role of local governments in promoting grassroots development in Mugusu Sub-county,
Kabarole District, Uganda. The research sought to identify the roles of local governments, investigate the challenges
they face, and establish measures to enhance their capacity for promoting grassroots development. A mixed-methods
approach was employed, utilizing both primary data from interviews and questionnaires and secondary data from
official documents and reports. Data was analyzed using SPSS and STATA, employing logistic regression
techniques to determine the significance of various factors influencing grassroots development. The results revealed
that while local governments played a crucial role in promoting infrastructure development, financial allocation, and
service delivery, they faced significant challenges, including inadequate financial resources, poor infrastructure,
corruption, and low community engagement. The study concluded that local governments’ effectiveness in
promoting grassroots development was significantly influenced by the availability of financial resources,
infrastructure, and political stability. It was also found that enhancing community participation, reducing corruption,
and strengthening the capacity of local leaders were vital for improving grassroots development. Based on these
findings, several recommendations were made, including increasing financial allocations for development projects,
strengthening governance and accountability mechanisms, improving infrastructure, and enhancing community
participation in decision-making.
