The effect of devolution on social service delivery in Kisoro District
This study examined the effect of devolution on social service delivery in Kisoro District, focusing on healthcare,
education, and physical infrastructure. Using multiple linear regression analysis, the study assessed the impact of
devolution-related funding, community involvement, staffing, and public-private partnerships on healthcare
accessibility and quality, educational infrastructure and enrollment rates, and infrastructure development and
maintenance. The study employed a quantitative research design to assess the effect of devolution on social service
delivery in Kisoro District, focusing on healthcare, education, and physical infrastructure. A multiple linear regression
analysis was utilized to examine the relationships between devolution-related variables (financial allocations, staffing,
community participation, and public-private partnerships) and key social service delivery outcomes. Primary data was
collected through structured questionnaires administered to a sample of 150 respondents, including local government
officials, healthcare providers, teachers, community leaders, and private sector representatives. The regression results
revealed that devolution funding had a significant positive effect on healthcare services (coefficient = 0.35, p = 0.001),
educational infrastructure (coefficient = 0.42, p = 0.0003), and infrastructure development (coefficient = 0.60, p =
0.0001). Additionally, staff availability and community participation significantly influenced healthcare outcomes,
while infrastructure development and enrollment campaigns positively affected education outcomes. The study
concluded that devolution played a crucial role in improving the accessibility and quality of healthcare services,
educational infrastructure, and physical infrastructure. It was also found that financial resources, community
engagement, and strategic partnerships were key to achieving these improvements. Based on these findings, the study
recommended that Kisoro District increase financial allocations for healthcare and education, recruit and retain skilled
staff, strengthen community engagement, and foster public-private partnerships for infrastructure development. It
further recommended establishing dedicated maintenance budgets to ensure the sustainability of infrastructure
projects.
