The Implications Of Representative Democracy On Service Delivery In Urban Local Government: A Case Study Of Pece Division In Gulu City Local Government

This study analyzed the implications of representative democracy on service delivery, focusing on Pece Division in
Gulu City Local Government, Uganda. The research aimed to understand the nature of representative democracy in
the region, its effects on public service delivery, and the challenges faced in its implementation. A qualitative
approach was employed, using interviews with local government officials, community leaders, and residents, along
with a review of secondary data from local governance reports. The study found that representative democracy in
Pece Division involves multi-party democracy and inclusive representation for all interest groups. It was revealed
that representative democracy affects service delivery by providing checks and balances against poor service
mechanisms, promoting participatory decision-making, ensuring democratic accountability, and considering the
interests of various groups in decision-making processes. However, several challenges were identified, including
foreign interference, electoral violence, corruption, and the commercialization of politics, political manipulation, and
the high cost of maintaining democratic processes, which diverts resources from service delivery. The study
concluded that these challenges significantly undermine the effectiveness of representative democracy in Pece
Division, contributing to inefficiencies in public service delivery. It was recommended that the government
strengthen the capacity of local governments to organize free and fair elections and conduct capacity-building
workshops for both civil and political servants to enhance their skills and foster effective democratic governance.
