The Role Of Non-Government Organizations In The Development Of Rural Areas In Uganda: A Case Study Of Adjumani District Local Government

This study was limited to contribution of the community based organizations towards the socio-economic
empowerment of people with disabilities in Adjumani District Local government. The study found out various
roles undertaken by CBOs in the socio-economic empowerment of the PLWDs in Adjumani district and these
included, CBOs advocate for the rights of the PLWDs for socio-economic empowerment. CBOs provide financial
assistance to the PLWDs for socio-economic empowerment, CBOs skill and train the PLWDs for socio-economic
empowerment, CBOs act as service provider for example, running primary schools and providing basic
community health care services, legal aid services for PLWDs. The study found out various challenges faced by
the CBOs while executing their mandate and these included, CBOs are facing financial constraints which hamper
their effective operations, The legal framework is very incapacitating to the CBOs, CBOs face community
hostility & resistance, community based organizations face political interference and politicians tend to politicize
their activities. The study found out a number of measures that can be undertaken to enhance the capacity of the
CBOs in the execution of their mandate in Adjumani district local government and these included, there is need
for more financial donations to boast the role of CBOs, Government should amend the laws in favor of the CBOs,
there is need for more community engagements to positively shape their attitudes towards the CBOs, there is need
for effective partnerships and cooperation between local CBOs and the NGOs to lobby and put resources together
to enhance their operations. The study found a correlation between the role of the CBOs and the improved quality
of life of the PLWDs in local communities. The government should be very supportive to the CBOs through
financial contribution and better friendly and flexible legislations for the sector. CBOs should invest more
attention to changing people’s attitudes towards their cause and government so as solicit support for their cause.
Local CBOs should work closely with national NGOs and the international community as well as the Council for
PLWDs in Uganda for financial support and government engagement to boost their activities and strengths in the
local communities.
