The Role Of Non-State Actors In Shaping National And Local Political Affairs In Uganda: A Case Study Of Kcca, Kawempe Division
This study was limited to analyzing the role of non-state actors in shaping the national and local political affairs
in Uganda but with focus in KCCA, Kawempe Division. The study found out that there are various non-state
actors who influence the local and national political affairs in Kawempe division and these included, Non-state
actors include civic organizations like NGOs, Non-state actors include political parties and organizations, the
media platforms are part of the non-state actors with influence on political affairs. The study found out that there
are various ways how the different non-state actors influence the local and national political affairs in Kawempe
division and these included, the media is involved in publicity and reporting on local & national issues,
CSOs/NGOs are involved in policy advocacy for effective governance, none-state actors partner to lobby for
effective and efficient influence the local and national politics, none state actors provide the necessary resources
for influencing the local and national political affairs. The study found out a number of challenges facing the non
state actors in influencing the local and national political affairs in Kawempe division and these included, The
restrictive legal environment limit the civil and media freedom & space, There is too much politicization &
interference in the role of non-state actors, Corruption and financial constraints hinder the role of non-state actor,
there is lack of effective partnerships and collaboration among the different none state actors. There should be
intensified fight against corruption as a pillar to maximize free and fair grass root political participation for
meeting the democratic governance goals. The IPOD should have more powers over implementing its resolutions
for effective promotion and oversight over democratic governance in the country among others.
