Performance Management and Organisational Performance in Public Institutions: A Case of Kampala Capital City Authority, Uganda

Abstract

The study assessed the effect of performance planning on the performance of KCCA. A case study research design using mixed methods approach was used to answer the study questions. A sample size of 126 respondents was considered for the study, 105 respondents participated, giving a response rate of 83%. Simple random sampling and purposive techniques were used to select the participants. Data analysis involved frequencies, means and inferential statistics such as correlations and the coefficient of determination. The main finding of the study was that performance planning was not fair to all employees supervised at KCCA and performance planning did not give recognition for good performance. It was therefore concluded that performance planning positively influenced the performance of KCCA. The study therefore, recommends the need for top leadership of KCCA through the Parliament of Uganda to advocate for amendment of the KCCA Act in order to create a clear demarcation between the role of technocrats and politicians and to realign their reward system so that they start recognizing best performing employees either intrinsically or extrinsically.
